Flag-Smasher and Ultimatum Agents are standing on the gangplank to their vehicle, armed to the teeth with Big Guns ®. Flag-Smasher declaims "Today is the day America dies!"
The Ultimatum agents open fire at Cap and the President. Cap shields the president from harm, and hustles him to the Secret Service agents who come through the door. The National Security Advisor and Henry Gyrich are cowering on the floor as Cap charges the Flag-Smasher and his goons. Flag-Smasher's mace swishes over Cap's head; Cap's shield is still blocking ricochets.
"They don't care about hitting you?" Cap asks incredulously, as his punch knocks Flag-Smasher backwards. "My men know I'd die a thousand times to kill you, and each of them feels the same!" Flag-Smasher snarls. Cap has turned to slam himself into the main group of Ultimatum agents as more descend from the gangplank. The doorway to the Oval Office is wide open, and Ultimatum agents are exchanging fire with Secret Service agents down the hallways.
Gyrich picks up a fallen blaster from an unconscious agent, but his rifle-butt stroked by another Ultimatum agent. He and the NSA are taken hostage, and they force Cap's surrender. Flag-Smasher backhands Cap. "You don't die....yet." He turns to his men. "Bind him, and bring forth the floor driller!"
He turns back to Cap, who is in the process of being manacled. Flag-Smasher picks up his shield. "Right now Clinton is on his way to a sub-basement 'secure room', with a battalion of guards, devices, and other defenses. But we are prepared!" He motions to where some of his minions are preparing a device which looks like a floor-polisher on steroids.
"Fire when ready" he comments to his minions.
The device goes with a large explosion. The blast from its detonation has ripped a six-foot wide ragged hole through many layers down. Several Ultimatum agents set up ropes, and drop them down the hole. Several men attach repelling devices, and drop down the hole. Flag-Smasher tells Cap "We've planned this for years, spent thousands of dollars on assembling precise maps and information. That you are here to witness it is an added bonus."
He turns away towards the hole. "Bring the hostages!"
Ultimatum agents grab the bound hostages and Cap. The page is a cut-away as they are hustled down the ropes to where the Ultimatum agents have secured the LZ; there are some Secret Service agents attempting to close a big vault-like door. Clinton can be seen in the chamber beyond.
"Stop them from closing the door!" screams Flag-Smasher, and three of his minions leap to obey. Two are shot down, but the third hurls himself forward, gripping controls on his belt. His body explodes - he made himself a human bomb. The explosion has killed the Secret Service agents and the Ultimatum agent, and blown the door back, wide open. The Ultimatum agents keep up a barrage of fire, not letting Secret Service men near enough to close it. Cap has a horrified look on his face, while Flag-Smasher looks on with maniacal glee! "We will not fail...because we will stop at nothing!" he declaims. "Suicide attacks are almost impossible to stop! And once we have both you and the President....we all die!"
Cap realizes that whether he resists or not, they are all doomed; he can't save the hostages by remaining prisoner. Cap leaps forward into a roll and comes out of it with an fists-manacled-together uppercut which knocks Flag-Smasher back, stunned. "You'll never succeed, not while men are willing to fight..." bam! "..for their freedom!" Cap uses the blast from an ill-aimed Ultimatum agent's attack to shatter his manacles. He twists and leaps, grabs his shield, and slices the ropes binding his feet.
The attack has shifted focus; the Ultimatum agents have decided to kill Cap as the most immediate threat. Cap leaps into their midst, keeping them too busy for them to shoot the NSA and Gyrich (a pity, that...). One of them is about to shot at Cap from behind, when a blast from above takes him out. More blasts from the Secret Service agents above begin to fall amidst the thugs. Flag-Smasher sees his plan falling apart, and snarls "At least I'll get you!", triggers his own self-destruct bomb, and rushes forward to embrace Cap. One of the Secret Service agents from above screams "Noooo!" and leaps, tackling Flag-Smasher from above. Cap shields the NSA and Gyrich with his body and shield as Flag-Smasher detonates, killing himself and the agent, and knocking the remaining Ultimatum agents to the ground.
Cap is helped to his feet a few minutes later by Secret Security agents, who have secured the NSA, the President, the floor, the remaining Ultimatum agents...everything. Clinton shakes Cap's hand again, while saying "Once again you've come through, Captain. Our country owes you a great deal".
Cap declaims "No sir, not to me. To him," Cap points at the body-on-a-stretcher being carried away, "and him, and all of the other brave men who fell today. They paid the highest price a man can give for liberty - their lives."
